My formal education includes a BA in Community Development, MA in International Management and a PhD in International Law, but the real education has come from the tribal communities I have been privileged to serve over the last 40 years. SHAYNE'S LIFE-LONG MISSION: EMPOWER: To provide the kind of information that community leaders and individuals can use that will enable them to creatively apply resources and ideas to their unique situations. ENVIRONMENT: To provide a benign environment/forum that stimulates thought or actual resources for those involved in tribal development. EDUCATE: To educate non-Indian readers about the scope, breadth, depth and complexity of issues within Indian Country. To leave a trail of knowledge/clues for future leaders and researchers in one place that may assist their journey.

WELCOME: This newsletter started when I was the Nevada coordinator for a five-state tribal library project which focused on archives, museums and cultural centers, moving on to include information about my passions: empowerment, education, environment and economic development.
